I once read a short story (wish I could remember who wrote it) that put this to the test. In the story Gandhi didn’t face the British in India, instead it was the Nazis. Gandhi was still Gandhi though and staged peaceful protests. When the Nazi commander got fed up with it he took several hundred protesters and had them shot. Gandhi told everyone it was alright, because when the news got back to Germany, the authorities would be so appalled at his behavior that the commander would be removed and Germany would look to make amends.

The German high command sent the commander a commendation for his decisive action.

In contrast to my previous post, sometimes you have to fight.
